An Orthodox cross is not an ethnic trademark restricted to people of one nationality. A non-Orthodox person may wear one respectfully.
Does wearing it make someone Orthodox? No. A cross can express Christian faith or respect, but membership in the Orthodox Church involves faith and sacramental life.
Is the three-bar cross only Russian? No. It is strongly associated with Slavic traditions but belongs within the broader history of Orthodox Christian symbolism.
Its symbolism is explained in Why Does the Orthodox Cross Have Three Bars?.
